INDECOM probing multiple fatal shootings by security forces

The Independent Commission of Investigations (INDECOM) is facing a heavy caseload following four separate shooting incidents which resulted in five deaths on Monday.

The four incidents include one double fatal shooting and three single fatal shootings. 

This represents the seventh multiple fatal shooting incident investigated by the Commission for the month of April, with four double fatal shootings and three triple fatal shootings. 

The deceased have been identified as Ricardo Gayle, who was fatally shot by the Jamaica Defence Force at a Zone of Special Operations (ZOSO) checkpoint in August Town, St. Andrew, as well as 25-year-old Paul Francis, who was fatally shot by the police at 5 West, Greater Portmore, St. Catherine. 

Omar Hook, 27, Justin Bondfield, 42, and Peter Gooden, 39, were also shot and killed by the police. 

INDECOM says two of the incidents which occurred in August Town and at the May Pen Town Centre are reported as involving men with mental health issues. 

Two firearms and a knife were reportedly recovered by the police from the scenes of the incidents. 

INDECOM says the recent incidents increased the total shootings for April to 37 people who were fated a shot by the security forces. 

Since the start of the year, 113 people were shot have been killed by the security forces compared with 106 for the similar period last year.

INDECOM says a comparable level of fatalities by security force fatal shootings in a single month was last seen in 2013 when 35 people were shot and killed in June and 40 in October of that year. 

Additionally, the police have reported that no body cameras were worn by the police officers involved in any of these fatal shooting incidents investigated by INDECOM.
