Trade Unionist John Levy is urging the government to consider a merit based system that complements the demerit system for traffic offenses, expected to come into effect later this year.
The government has set October 1 for implementation of the demerit points system.
Under the new regime, offenders could lose driving privileges of up to two years if they accumulate 2 or more points.
Mr Levy says a merit system could strike a balance, pointing out that a similar system has been effectively implemented in other jurisdictions.
It could serve as an incentive for drivers who have been obeying the road code for several years without infractions, he suggested.
